In March of 2008, Mr. Small was hired as Parliamentarian for the annual Board of Directors meeting of the Palomino Horse Breeders of America held in Lexington, KY. In the performance of his duties he displayed a great deal of knowledge of Parliamentary Law and was very professional and courteous.
As a result of this meeting, PHBA contracted with Mr. Small to review and update the Bylaws of PHBA. He produced a concise and accurate set of Bylaws with explanations of his suggested changes, additions and deletions. I worked closely with Mr. Small over the year to assist him with personalizing the Bylaws to fit this association. Our association was very pleased with is work and I would recommend him to anyone seeking assistance in these matters.

Non-profit organizations contribute greatly to society, but because the directors are frequently volunteers and many have limited experience in enterprise management, it is often necessary to have a professional to assist the board to understand and accomplish its mission.
After nearly forty years in the association management profession, I have worked for and served on a wide variety of boards, and have come to understand the importance of focusing directors on the tasks confronting them. This can often be done most efficiently by someone from outside the association.
In 2006 I was hired as CEO of a troubled organization. Its board was far too large (50+) and its directors had little experience in directing the operation of a group with a budget of nearly $1 million. Combined with internal dissention, the task was challenging.
Making success possible was largely due to the professional assistance of the Parliamentarian for the group, Steve Small. Mr. Small not only ensured that all the rules and procedures for board meetings were correctly followed, but was a great assistance in preparing an agenda and script for the inexperienced president of the association.
I worked closely with Steve Small in planning board meetings, and also in efforts to substantially revise and streamline the bylaws of the organization. While I knew the general direction needed to improve the functioning of the board, it was Small's organization expertise which resulted in the adoption of a new set of bylaws which have vastly improved the functioning of the group.

Steve Small has worked as Parliamentarian for the American Farrier's Association for over 5 years. During his tenure with the AFA, he has traveled with the Board of Directors to board meetings all over the United States. He works endlessly during these board meetings, often staying up all night to revise our scripts and agenda.
His duties for the AFA include reviewing the bylaws and policy manual, creating agendas for our meetings, revising motions presented to the board, maintaining Robert's Rules of Order during the meetings, working with our Secretary to correctly produce and distribute meeting minutes, and overall just keeping our Board members and Officers in line.
